Catalyzes the oxidation of cytokinins, a family of N(6)-substituted adenine derivatives that are plant hormones, where the substituent is an isopentenyl group (PMID: 14555694). Modulates asymmetric cytokinin signaling in emerged lateral roots (PMID: 31387989). Its activity determines cell elongation and number in emerged lateral roots and defines angular growth of lateral roots (PMID: 31387989).
